Delta was actually working with Akane, and Akane's endgame was to create a timeline where her parents don't die, she doesn't get kidnapped by Cradle, and she can have a happy childhood with Junpei. That was what all the "snail" business was really about.

Pic is what you think the timeline should look, but this can't be, as shown in VLR. By that logic Sigma sends information back in time that should be there in all timelines, but that's clearly not the case. He starts the game knowing shitall and learns about stuff over time. This cannot be if there is already a future timeline where Sigma jumps back from. If the timelines worked as in the picture, then we would have a chicken and the egg problem in VLR but that's not the case.
