I just did this whole thing about a month ago. It took me forever because I had the same problem, a lack of information.
Everyone will tell you to 'google it' but the quest chain is entirely too long and drawn out to easily make it understandable for someone who is new to the game. So you gotta go through the struggle, I hope the following is helpful for you.

You need to do the story quests in long quest chain.
You will eventually leave your main city and visit two other ones.
After that you need to follow the story quests and do 3 dungeons in order.
Somewhere in between you meet up with all the scions and you then the story chains send you into each of the 3 cities to do a chain of quests.
After you do the chain of quests in each city (it is completely linear) you get to go back to the scions and choose which of the 3 factions you want to join.
After that you go to their city and complete a few more story quests you get a quest that sends you to a chocobo trainer. You name and choose your chocobo.
After that you gotta open your mount guide? book? from your skills menu and drag and drop the chocobo to your bar.

If you don't have that dungeon unlocked, you may need to unlock it through a side quest. Google the dungeon and it should tell you what side quest it is tied to and where it is you need to go to initiate said side quest.

The dungeon you are looking for is either Halatali or Sunken Temple of Qarn.

In both cases, you need to unlock them via a sidequest. You have already been to the places where these quests are, so if you haven't picked them up, you have probably missed a lot of other stuff as well.

Every quest with a + on the quest icon unlocks new content and is top priority. Always look out for those.
