Making too much of a product is risky because If people don't buy enough, the stores will be full of it, this gives consumers a sense of "that product failed, don't buy it" which is what happened to the wii u, it's a bad image.
On the other hand, scarcity gives consumers the feeling that a product is successful and it also creates a competitive drive to find that product that only a select few have, which increases people's desire to buy it even more, it spreads like a disease.
