It's actually a crime to even take any feather from any local bird species away from a public park. Slippery slope kind of thing since you can't prove you didn't kill the bird to get it. Not that anyone would over a crow feather, but when ducks and hunting licenses are involved it gets trickier, so it's easier just to say NO COLLECTING at all.
