If it plays like Vice City, then it's the worst as it doesn't have enough flavor or good gameplay. V is next because it's like a dead husk.

I'll be a traditionalist and say start with GTA1.
Get you a good joystick, good settings on Dosbox, then load it up.
It's very arcadey and nothing like the sequels, but it's actually enjoyable if you don't expect much out of it.
You probably won't like it, but if you do, then play London and II.
If you don't, go on to VC, then SA. Both are excellent.
If you want more modern, go with IV. If you kinda like the retro feel of VC and SA, III is pretty much the same as them.
And if you play IV and like it, try out V.
I love them all, quite frankly.
Truly great writing, in all of them (after II, at least)

Cool, cool. Another thing I heard was that putting it at 60fps causes issues? Is it fixable? you don't have to tell me how, just if you can get 60fps workable. And do mods affect 100%ing the game? I know some of them get stuck at 99.9% if you use cheats.
