Because they're the easiest type of game to make ever since licensed 3D engines became a thing.

An FPS requires the least amount of animation, involves only the simplest hit-detection and collision logic, and is such well-trodden ground that any idiot already has best practices for the genre embedded in their brain.

Literally any other genre requires far more forethought and planning, far more animation and collision work, and so will cost more and be more difficult to create.
