S and SS are both top tier, SS or S+ or whatever other extra determining markers are only used when some top tier characters have an edge over other top tier characters. You're supposed to read it as S and SS are comparable in ability but SS will have a slight advantage over S, but not enough of an advantage to drop S from top tier.

Really the only reason they're lower tier is because of their demanding inputs for combos. These tier lists don't really tell you which characters are best, just what characters the majority of people are winning with.

If like 60 people are winning 50% of the time with Devil Jin, and like 3 people are winning 90% of the time with Kazuya or Feng, Devil Jin still gets the higher tier position because of the volume of use.
