Shivering Isles was terrible. Seemed OK at the time and especially when juxtaposed to Oblivion which was visually so banal but it does not hold up.

Because it is. Expansion packs actually add new worthwhile content, in bethesda's case another really big open world that expanded on the original game. In the case of something like Mehrune's Razor that is just shitty dlc

DLCs can do this too though. All the New Vegas DLC added significant amounts of new content. And there were a lot of old expansion packs that were quite bad, and many reused assets from the base games (Quake missions packs etc).

I enjoyed blood and wine more, but I think it was mostly since I played witcher 3 to hell then stopped halfway during hearts of stone, then I had to wait a few months for blood and wine after i beat hearts of stone.
