Most 'graphical mods' are either new textures OR ENB presets. ENB allows you to make the game as heavy as you want it GPU-wise.

Skyrim with a heavy ENB preset is the heaviest game you can find, which will produce the heaviest load on the GPU, so it is OBJECTIVELY the best looking regardless of what your 'opinion' is

BTW, I rented it on the PS4 Pro. There are a lot of PC games that look better because of the better frame rate and higher resolution. Rise of the Tomb Raider, Everybody's Gone to Rapture, Crysis 3, and The Witcher 3 for example. Also, two GTX 980 tis will run you $600 and can run these games in 60 fps at least in 1900p-2000p range with some settings turned down. Also, Quantum Break looks better even if the frame rate is only going to be 30 fps and nothing can currently run it in native 4k at 30 fps on max.
