It never got a retail release but somehow the ROM was dumped to the internet. Nintendo claims this official release is a complete game and the old ROM is a beta. Is probably a lie because we know VC and these mini consoles are just downloaded ROMs from Emuparadise packed with an emulator but you know, it's always ok when Nintendo does it.

The old ROM is definitely not finished. Tons of debug stuff was active, it had a frame counter in the corner, the title screen looked like a placeholder, Corneria couldn't take damage, and I don't even think it was possible to complete the game.
People patched this dump so that it was playable and completable, but even in that state it still feels unfinished, with things like collectible Pepper Coins that don't do anything.

We also know they finished the game because multiple sources have said so, and we know Nintendo has the competed game because Dylan Cuthbert, who worked on Star Fox 2, was able to play it while working on Star Fox Command.

They can't very well give us the unbeatable version with debug shit everywhere and basic features missing, and they can't give us the patched ROM either as it has content made by the people that patched it, such as the title logo and translations.

I usually see people either like it or be mostly indifferent.
Zero's version of the mech form is a bit different, anyway. It basically controls like the Landmaster, whereas in 2 it could strafe at the same speed as walking forward or backward.
It also made a bit more sense in 2 because there was always pressure to go as fast as possible since everything was happening in real time (while you play some level, missiles and enemies are being launched at and approaching Corneria), and the mech is slower but more powerful, so there's constant incentive to switch forms when appropriate and it feels pretty good.

Star Fox 2 was reportedly 95% done. Part of its infamy was that it was so close to completion but was canceled anyway. They probably had very little to clean up.

I have no idea how far along URA Zelda was, but I don't think it was very far.

It doesn't really make much sense, because beating one level isn't much of an accomplishment, and Starfox 2 is meant to be a selling point of the console. Obviously a Starfox fan would be able to get it easily, but it's kind of arbitrary to put a whole new game (sort of) behind an old one said fan has potentially already played to death.
