Rust is better if you're looking for more straightforward PVP enjoyment. Most items don't take long to grab and you trip over weapons in dropzones. There's no upkeep and plenty of bloodshed.

Ark is pretty much a second job the higher up you go. Everything needs to be maintained, every dinosaur needs to be fed, raw materials have to be mined and stored because everything stays on and active while you're offline. Dinosaurs require a big investment, without the special kibble it takes hours of sitting and guarding/feeding it. With the kibble you're out for hours trying to gather the materials to make it. So if you're alone it's impossible, and if your friends are IRL they'll probably only be on when you are, leaving your base open.

Both games suffer from shitty communities, ARK especially is notorious for having people scout your steam profile to check if you're offline and ready for raiding.

Having played both I'd recommend neither. If you have a gun to your head go with Rust it's at least optimized a little better and there's less bullshit to harvest.
