NCR was already in the Divide at the time. They were sending the eyebot to their people. The American flag was all over the place there. All the shit in the Divide had it. NCR found the bot and sent it there because they thought it would help them access some of the locked bunkers.

From what I gathered. He's a some nutbag tribal with a grudge against the player for reasons that he tried to explain but just came out as more backward tribal mumbojumbo. When I read the wiki entry on him it filled me in on all the details. But in game he just seemed like a tribal who got his hands on some nukes and needs to be stopped before his primitive neanderthal brain makes him do something stupid with them.
