Literally none of the original staff works at Sega anymore. Any Arcadia sequel/spinoff would be Valkyria 2/Revolution tier. Just let it stay dead with dignity, hope for a port of Legends with better audio quality, or see more cameos from the cast in other games.

A few years ago when a Dreamcast remaster collection was in the rumors, I made a vow of chastity to not play Skies again until they did something with the game.
