Apparently, Caulifla is a big deal since she learned how to transform into a Super Saiyan pretty quickly, and then ascended into Super Saiyan 2 to defend Cabba from a wild Brolyesque Kale. As of the last episode, she apparently lacks the ability to sense Ki. She's arrogant and her gang provides juice. She also talks down Cabba, and Kale is very protective of her (to where people think they're lesbians. Caulifla saying she isn't interested in Cabba is what ultimately calmed Kale down.)

I'm starting to think we might be getting more than ~20 characters at launch like I originally thought. Each character doesn't have much, right? We're looking at 3 specials for each character, and then 2-3 supers. So that's already a low number, but then we add the normals: there is only crouching and standing normals. I think Cell being an exception with a stepkick that's like 6Y or something (xb1 controls). There are also no close/far moves. Going further, the dragon rush mechanic seems to have a universal animation of a flurry of punches into a side or up launcher.

So while the way the models are made aren't cheap and time consuming, there aren't as many moves that need to be animated and, more importantly, be balanced around.

From the midpoint onward, it became routine for the enemies to transform.
It all started with Freeza. I didn’t start out with any plans to have him transform of course, but midway through I thought it might be cool to make it look like a bluff and then have him transform for real. Probably at that point I also thought of giving him a sleek design in the end. I’m in the habit of giving characters progressively more complex and tough-looking forms, then finally making them really sleek. After all, it’s awful drawing them once they get all complex. (laughs) Complex guys are terrible when you have to draw them for weeks on end… Cell was a ton of work, with those darn spots of his. (laughs)
