also star wars empire at war wasnt that great, specifically the how land battles worked were pretty fucking garbage, space battles and the campaign were the only okay parts of the game

This. I will even argue that space battles were fancy, but not exactly engaging or fun to play after a while. Lack of proper economy coupled with ships that were the definition of bullet sponge made a good looking, but not particularly replayable game.

Some of the mods however were amazing

I remember playing this one German mod that made each fighter squadron have like 10 fighters in it and trooper battalions have like 30 troops in them. And added a billion different ships and vehicles. Made it really Total War-ish.
