Annotate. Don't hardsub. You want to give your audience as many options as possible. I don't think Youtube supports dual audio, but if you can figure out a way to avoid uploading 2 videos (1 with commentary and 1 without) then that would be best.

I think so, as long as you fall under fair use. Your video might receive a strike or whatever automatically from Youtube's algorithms but you can appeal it if you think you fall under fair use.
