AMD CPUs have some weird way of measuring temperature, I've read that Speccy temperatures aren't accurate for AMD CPUs. Mine also reads around 20 degrees but that would make it less than room temperature.

Have a solution that seeps all the heat and transfers it to the heatsink. The heatsink will heat up beyond room temp so it can cool the excess heat while the CPU stays well below it.
It's not rocket science.

No, it isn't possible with anything except a compressor (like your refrigerator has) or some below-room-temperature cooling liquid like liquid nitrogen.

Air coolers (and liquid coolers, which are just air coolers which pump the heat to a distant air-based radiator) work by passing room temperature air along the surface of aluminum or copper fins. The fins cannot be cooled to below room temperature since nothing colder is touching them.

You're right, it's not rocket science, it's fourth grade science, and you're still having trouble understanding it.
