It is well known that Bungie and Sony have a huge partnership with Destiny 2. The PS4 is advertised as the best place to play Destiny 2. They have exclusive in game content only releasing for the PS4 version. It makes total sense for Bungie to lock the performance capability of the Xbox One X version of the game. It is in their best interest considering the contract they have with Sony. I wish people would think more about the shit that goes on behind the scenes before posting irrationally.

I don't even own a Microsoft console, so I'm unbiased.

Any company in the lead needs to have another company threaten them to put a brake on anti-consumer practices. Sony's mistakes puts MS in a good position for a comeback, thus making everything competitive again, and the consumers win when they have to compete. The only reason it's locked at 30 is because if they allowed it to be 60 on the Xbone X then it would kind of defeat the purpose of having a marketing deal with PS. People would just switch to Xbox X or play PC for more FPS.

The CPU wasn't really improved over the Xboner.
Remember, for each frame rendered there is more than just rending going on, AI, Game Logic, Sound, etc all have to tick over twice as fast at 60fps than 30fps.
With no CPU upgrade (the modest upgrade on XboneX will get eaten by draw calls) there is no framerate upgrade.

I think it's fine, 30fps basic machines so people can at least play the games and PC for those who want a little more out of their experience.
