Nobunaga's Ambition, or Romance of the Three Kingdoms. Not sure if you prefer a particular culture. They're both grand strategy games by the same developer. These are quite different come city building games like Emperor, however. Although you do manage several regions and develop their resources, it's through text-driven operations; and managing regions that are under your rule isn't broken down into the complex subsidiaries you'd see in other strategy games.
