Not sure. There are translation mods, and I've seen some hacks to use different (in-game, not external) models for characters, but all in all, there's not much. Probably no one with arms growing out of right places got interested in Neptunia. Or maybe thanks to "stellar" porting work it's too hard to pull off without game dying in pain.
That said, wait until 4GO - since it uses UE4, maybe modding it will be easier.
