I don't think so, the low ladder is easy but at some point players start to know what they are doing and the game becomes quite challenging.

honeslty even though some cards are game changing, it s impossible to have them at start so the early ladder will be fine, then once you hit rank~15 players will start to have some refined decks because they played for longer and it s hard but with skill you can often bypass that.

The starting pack is hella worth bc it has garanteed legendary cards

And you can use only 5 legendaries in a deck

I'd say the early game mind games and low cost investments add to the strategy a tad bit more than Hearthstone's RNG
