Hit chance is:

(Weapon Skill + (Agility / 5) + (Luck / 10)) * (0.75 + 0.5 * Current Fatigue / Maximum Fatigue) + Fortify Attack Magnitude + Blind Magnitude Order of Operations (PEMDAS) applied.

The error most people do is using the dagger at the beginning when they have no Short Blade affinity.

Let's say you have a guy with 60 Agility, 50 in Luck,50 in Long Blade

That gives you 67% hit chance before counting fatigue, fortify attack and blind.
