There's plenty of shit like this on eBay too. Not just repro carts. Some shits try to sell strategy guides in PDF format. Of course, it's dubious as to whether or not the publishers of these guides would actually license someone in a third-world country to sell them in digital format on eBay, all while pocketing every penny for themselves. The listings I've reported so far have resulted in the offending accounts being banned.

It's not as big of a deal as you make it out to be. The ROM gets patched en route to your SD card, so it's not like there's any extra effort involved. And EZF4 is a hell of a lot more affordable with virtually no compatibility loss.
