Could work, the gulf coast is a decent enough location. Add some more interesting geography than none, connect it to Not-new Orleans on one end, and scummy bordertown on the other.

Because you could expand and use a chunk of the coast. Obviously its not true to scale but when is it ever. Plus it would be a nice change of pace from dusty grass lands and a swampy redneck area around not new orleans.
Still keep fake-galveston you need another big port to do the smuggling side quests, or climb on a cruise ship that regularly ferries between the three main cities.

Realistically, GTA 6 would most likely end up taking place in Las Venturas. As much as I want to see Vice City again, modern day Miami just isn't cool enough to warrant GTA 6 being set there. It could work if it was like a prequel or something, but a prequel wouldn't work if they want to keep milking out GTA Online (which they most likely will try to do because muh Shark cards)
