Why is F.E.A.R, a more than a decade old game, still king of FPS combat?

What other games allow me to do pic related?

Max Payne comes to mind, amazing gunplay, no gore though,
CODWAW to some extent, but the gore animations are scripted,
KF2 has better gore but its not as fun as FEAR
