1) Setup a static IP for each device you are gaming online with.
2) Forward the appropriate ports for your console. PC game have particular ports you will need to forward.

Try changing your DNS to public google ones (8.8.8.8 and 8.8.4.4) and see if it makes a difference. You can do it on your Xbox in advanced network settings I think

wait for it to finish, repeat it a few times, if pinging fails call your ISP and complain, tell them you connection is dropping constantly for short periods of time and coming back almost immediately second later.
