Yes but after you start to get into late game it gets repetetive if you don't have friends.
Also enjoy never winning a campaing since there aren't enough people playing to win a one sided war, much less a three sided one

It's pretty fun. Some of the missions are a little dumb like the escort a character. It's really easy to grief matches with friendly fire. Shooting weapons and killing enemies feels good and there's a lot of that. Also has some tricks that allows you to show skill once you understand the games mechanics. It's plays very quickly once you get used to it.

It's kinda repetitive, but mostly on low-mid level missions. And if you don't mind to join other games by yourself - then this is not that dead as everybody claims.
Besides it gently forces you to buy some dlcs. I've bought just one and that was enough but there are plenty of them with some useful things like all terrain boots, grenade launchers and other shit. Or you can get a friend with this equip and stop bothering yourself about dlcs.
Overall I liked this game but had nobody to play with, my best coop buddy dropped it and started dota2, and I slightly don't like random parties. Anyway - you can try and refund it.

I found it all quite the opposite. I liked how the controls felt, how all the actions were actually things your character did (like looking at the map, your character also looked at his little map so you couldn't shoot and it would interrupt other animations). Even the restricted camera that was shared between all players. It combined into this carefully designed experience where you're going to fuck up but also when you succeed it feels really good. I also thought the gunplay was fairly top end as what comes to top down shooters.
The thing I loved the most about the game was the usage of directional keys to call in whatever gadgets you had. It played so well with the hectic nature of the game.
The downsides would be the slightly repetitive missions and the unlock system. Having only certain gadget unlocks available at a time is weird and collecting the samples got a bit tedious after a while since you need a shit ton of them to get any upgrading done.
