Story, Music, Graphics can enhance a game. But if it ain't fun, there's no point.

"Fun" is usually achieved by making the player feel both powerful and challenged at the same time.

Traditionally, survival horror games made it a point to make the player feel weak instead of powerful, as this feeds directly into the horror aspects of the game.
However RE4's change from survival horror to action horror helped propel it's popularity by using the standard "fun" formula to broaden it's appeal while keeping the b-movie horror atheistic to keep long time fans hooked.

For one, the interplay between mechanics and level design, usually refered to as gameplay. Then there's secondary things like soundtrack, art direction, plot, worldbuilding, which aren't as important as gameplay, but not far behind.

RE4 is fucking perfect in every regard, by the way. But I'm sure everyone here already knows that.
