Is xcom 2 any good? Been playing through enemy within and having a jolly good time. I heard it had optimization issues. Is that still true or did they fix that?

It's significantly easier. 90% of the "difficulty" comes from timers on practically everything. Even the overworld has a timer, which will continue to count down even if you own 100% of the world, effectively putting a hard cap on how long you can play a campaign.

Of course there are mods to fix all that shit, but the pure, base game isn't all that great.
