How do we fix horror genre?
more colors, use scared little anime girls for the characters
add a pervert antagonist that chasing them and stealing their clothes

By giving the player something else to do other than just "survive" because it's been done to death.
Some examples off the top of my head:
- kill vampires stalking a nightclub, but going full rambo means no patrons
- pump out subway tunnels filled with cultist werewolves
- tending to patients in a haunted rest home, where more deaths mean more enemies
- ct'hulu fish tycoon
- repairing a machine (like a power plant turbine) that has come alive and is actively trying to kill you/be released from your control
- daycare sim but with more ghosts that need to consume the souls of the living to reanimate
- TSA sim in an airport haunted by an ancient indian burial ground (aka mormonism the video game)
All of this is more scary than 90% of recent horror games.

You make a game like the Evil Within, it had a genuine horror look and feel to itand I don't mean it in the wojak meaningor you could make l ike the Metro games do with the parts that deal with the ghosts like in Dead City or the plane and expand upon it
