Because its a PS2 game at its core and like many games of the time everything was programmed with a 30FPS lock in mind. Game would have needed to be completely rebuilt for 60FPS which probably wouldn't have been worth the money for a remaster. Just look at KH 1.5/2.5 they completely remade those for 60FPS and its been a fucking disaster they are still fixing bugs caused by the higher framerate. That game actually benefits from a higher framerate

Seriously though 30FPS locks can be a deal breaker for me on PC but its a fucking turn based RPG and it has absolutely no bearing on gameplay. Someone actually was messing around with getting the game running at 60FPS and he only got the opening scene running at 60. He had to completely edit the scene to accommodate it, this game has a massive amount of cutscenes getting the whole thing running at 60 would be a huge undertaking.
