The main thing that makes it seem as though your supposed to like her are the fact that she's Max's friend, and I know you mentioned that but you're understating it. We see the whole game through Max's eyes and we regularly see her internal monologue and it's all pro-Chloe. The center of the entire story is the relationship between these two and I really do think your giving the game too much credit. She's portrayed as a troubled girl with a heart of gold and I don't think they would have made the big decision in the game whether you save her or not. They wouldn't have made it so Max will be behind Chloe no matter what you do, despite the fact that you are the one making the decisions for her. I might have agreed with you if you were given the choice to ignore Chloe or shut her down in some capacity, but the game in its current state feels like it's pushing the idea that Chloe isn't all that bad on the player through Max.
