Tits are mostly fat. Girls who get /fit/ and thus have very low bodyfat tend to lose most of their tits. Since many woman value their tits, they get implants to compensate. And since they have almost no tits to begin with, the implants always end up looking horrible.

If you ask me they should just get small implants so they don't look so obviously fake. But I guess if you have the mindset that you need fake tits to look good, there's not much appeal in not making them big.
