Why do devs do this? Why do they make the scale of their games absurdly huge? Even if everything works they risk having:

Very few have been done well. Most open world games suck because they're just empty and boring. Successful ones are good to see and it would be nice to have them in the future. But you can't get a success story without a bunch of failures first.
