400-700 euro is not enough unless you buy something used.

You'll get a framerate of between 45-60 on medium settings when playing the latest total war games with that price range mate.

If you want to max out the newer TW games, you're probably looking at something closer to $1000 unless you can scavenge a lot of parts from your old build. With 700 you can play at medium settings good enough though.
