Yeah you can play TTT or any other game without cs.
You can download the cs assets from somewhere for TTT, I have cs so I never had to do this but you can probably look up a guide on it or something.

It is playable, although some textures will be missing (show up as purple/black checkerboard). Doesn't have too big of an effect on gameplay though.
