It make sense to view space as a potential vector for warfare.
Any society that wishes to not be vulnerable must consider everything as a weakness and prepare itself against potential exploits.
Just because you don't consider it to be a 'ting', doesn't mean the government hasn't spent millions investigating if it is a 'ting' or no 'ting', and then even more millions preparing itself against attack if that 'ting' turns out to be a 'ting' in 10-200 years.
Humans are inherently neurotic, governments and systems of government are even more so.
