I don't know, my character is a Xaela. When the shopkeeper tries to get you to buy Buuz she says your mother must have made them for you when you were a child since you're a Xaela. When you're about to enter Bardock's Mettle Hien says this. I might have missed other dialogue or just not noticed it was about my race, plus, I haven't been doing sidequests or talking to NPCs. I'm also only just past the dungeon and haven't talked to Magnai other than the cutscene where he was introduced (no unique dialogue in that as far as I can tell, maybe there is if you're male Xaela).

That is a single "tribe" of Raen, and the only reason we see it and it's such a big deal is because they're isolationists and that's where Yugiri comes from.
The rest of the Raen have long since integrated into mainstream Doman society. You can see them all over the place in Kugane and sprinkled around Yanaxia and the Confederacy.
They were also more plentiful in the Ishgardian zones than Xaela were, leading one to assume that Raen are more willing to explore and leave their comfort zone than their Xaela cousins.

It's like saying every single Xaela is a horse fucker because there's one Xaela tribe that are literal horse fuckers, while ignoring the fact that Xaela come in over 50 flavors of crazy.
