the sevon hour war was just a bumrush that blew the fuck out of earth's defences. there wasnt a pre-battle plan, and so the combine wouldnt have advanced knowledge of aperture science or the portal technology.

after the war, most of the big wigs left and left just a standing earth-army while they reaped the resources of the planet

since by that time, aperture was basically no people, no info, and a forgeotten memory, why would the combine know a damn thing asbout it?

The series is dead and Valve never tried very hard with the Half-Life or Portal plots in the first place.
If the combine learned anything about Aperture (which they would surely find references to if they examined Black Mesa's stuff/interrogated surviving employees) then they would swoop in and steal all their tech. In Portal 2 Aperture has technology that allows them to hop between dimensions at will, while Black Mesa only ever opened the portal to Xen.

Did you play the second game? Cave talks about how they have the ability to jump to alternate realities. If the combine is after resources, then this means they could simply jump to an alternate reality earth and harvest it's resources every time they deplete the previous one.

You clearly didn't pay attention to HL2. Take a look at the very low water level along the coast, the destroyed environment, and the fact that they stop humans from breeding.
Even if they simply wanted to enslave other populations, then multiverse portals would still be very useful. Either way they would have access to an infinite number of earths and the slave labor they could get from them.

Your lack of vidya knowledge sickens me. Humans were kept from breeding through the use of some high tech suppression field that the combine would generate around populated areas. During the shitstorm in City 17, Kleiner informs the citizens that the suppression field is down and that they have an opportunity to procreate.
The "water" thing you are referencing is when a citizen in the train station during the first part of the game says "They put something in the water to make you forget."

Portal was just meant to be a tech experiment with a cheeky reference to Black Mesa thrown in. When Portal exploded in popularity they ended up with more on their hands than they bargained for with that easter egg.
