Sure Streetpass makes sense in a place like Japan where Nintendo is huge and the country is crowded with people carrying their 3DS everywhere but everywhere else in the world you'll be lucky to get a couple streetpasses. This wouldn't be such a problem if streetpass wasn't so rooted in some games, like Pokemon ORAS and Link Between Worlds.

In one particular case, I'd argue the contrary. Super Mario Maker 3DS had its online functionality neutered from the Wii U version mainly because Nintendo wanted to use SpotPass and StreetPass to be the distribution vectors for downloading fan-created stages. Everyone outside of Japan was pissed off about this.
