The quality of an expansion is correlated to the fact that it's inherently less content. It poses less of a risk to create because it has time to get in and get out, throw some great moments and neat setpieces in your way, and get out, and plus it's all just content that is already developed or was purposefully set aside during production. It's the perfect bait for retards!

Realistically why else would anybody buy an expansion for a game that was generally unsatisfactory (usually on multiple levels)? Because they're retards. You, are a retard. People who played Blood & Wine are retards. People who play MMOs are retards (on more levels than one). Frozen Throne was for retards. Expansions are for retards.
