There is more to it than just running to Target to buy some more internet. Infrastructure is expensive. Valve isn't it's own ISP, so they still have to go through providers to hook them up to the internet.
They could either spend a fuckton of money to make sure their servers are waaaaaay overkill for 99% of the year, or they can just tell people to chill the fuck out for an hour.
