Injustice comics aren't canon and all characters act out of character. Considering the premise of an atomic bomb exploding in Metropolis, killing millions, and Superman being tricked, killing his wife and child in the process, he had every right to take matters in his own hands and kill the Joker. The Justice system had failed in that universe and all heroes that were against that act are hypocrites since vigilantism is as illegal as killing.

The problem is that the writers wanted to make the no-killing rule the de facto good choice, so they had to have Superman do things out of character like killing Billy to make Batman look like the good guy.

This is actually correct. Superman crosses the line when he makes the decision for the people. The most he should be doing is incapacitating the threat. Like any actual justice system, it requires more than one person to immediately hand down judgement.

It exposes some pretty bad writing in the setting more than anything. There are several villains that have commited atrocities spanning several solar systems. Throwing them in the phantom zone or what have you without consulting anyone else besides (presumably) the US or UN government is absurd.

Batman's method was way too lax and proven ineffective. They built a secret space station. I refuse to believe they can't make some sort of mega prison on the moon or throw the villains in the negative zone. Or freezing them in a secret base somewhere. There has to be a better alternative other than putting them in some jail where they just escape from. Jail is meant to reform. Some of those assholes were pretty obviously BEYOND reform. Joker, for example. Or killer croc, the guy who literally ate people and looked like a crocodile. Between all those super rich geniuses in the justice league, they should be able to come with an alternative.

But Superman was also wrong. When he started, it was still something that you could get behind. But after a while, he just became unhinged.
