The games themselves acualy ran at higher frame rates.
The animations ware simply at lower frames.

It looks and runs better only because the consoles are holding back the industry. These games are made then scaled back to fit the consoles. So you play it on low to mid settings 30fps wile the PC gets ultra at 60+fps.

The devs also care more about the PC industry since its the largest more mature industry and they can make more money pbecause they dont pay royalties. Most consoles are sold to childern and teens devs dont need to appeal to them as much.
