Hell, few bosses even outside of the water are as well done, with as much of a good atmosphere as Ceadeus was.
Tri was really such a comfy amazing game that just went downhill series wise there on no matter what tryhard faggots say.

I also believe the BGM for Navaldeus/Ceadeus is a big factor. The mood really kicks in with it, wereas Amatsu and Co had a more... average RPG boss kind of theme to their music, which felt kinda weird.
