A fighting game player who has played 100 hours of game X will be much closer to the average skill level than a MOBA player with 100 hours.

Fighting games are about top-end skill and designed to get people in the middleweights quickly.

I'm going to have to disagree with you here. Take Dota 2 for instance - most players will have around 2-6k hours played in the 3000 rating brackets, which is "average". SFV might be a bad comparison because of the stripped mechanics compared to previous installments, but most players in the Gold brackets only have around 200-400 hours played.

I'm talking about raw skill, not online ratings. The point is this; MOBAs have a low skill ceiling.
Fighters havena high one.
Furthermore, most fighting game players don't even classify SFV as a traditional fighter, it's more of a casualisation of the game and genre.
