Remember FGO is a rather rude game due to the gacha distrubution.
The rates are split between Servants and CE's in the CE's favour, you need to roll a specific Servant or CE 5 times to max it, though the boost of maxing it isn't that big. CE's, outside of a few, are really fodder.
