While it probably falls under pixel art, the workflow is closer to traditional art. The artists just draw something normally and then a dithering algorithm fits the image to a predetermined color palette. Modify and repeat until the desired look is achieved.
Dithering creates the illusions of more colors by alternating between two colors (the sunset in the picture you posted is just two or three colors, but it gives the appearance of being a gradient). There's a couple different algorithms for it, but it's all too complex to go into right now.
So if you want to see more, just take some late-80s anime, dump it into GIMP or photoshop, and then run a dithering algorithm over it. Pretty much the same thing.

Putting aside your ignorance between vaporware and vaporwave definitions, it's also incorrect to call anything cyberpunk from the 80s or 90s as vaporwave.
Vaporwave (as an aesthetic, not as music) is in some ways a response to cyberpunk. It is more optimistic. It is more relaxed. It is not entirely related to science fiction. Things like the marketing materials for 90s internet service providers could be considered to have strong vaporwave aesthetics, for example. There is some nostalgia wrapped up in it. Windows 95 is vaporwave.
