"console launch exclusive" means Microsoft paid them money to delay it for other consoles, but not enough to keep it only on theirs.

They're struggling to keep up with PUBG atm, since they have competition now and PUBG devs have done more in a few months than they've done in years

PS4 has a policy against allowing early access titles on their store. It'll come to PS4 once it leaves early access, which knowing how early access games generally work, wont be until years from now.
