Poor writing aside, she suffered from having a lot of her content cut - there were supposed to be hints that she was far more powerful than she was letting on, and so she /was/ actually holding back as well as she was able to. She was meant to have implied she had some quasi-elemental/demonic link that over time would've caused her to become even more powerful and uncontrollable (presumably in a parallel to Ignus, or perhaps the Shape of Fire) but it was never addressed and all her scenes were deleted, so instead her subplot goes nowhere and it's forgotten about until the final confrontation.

She's not even that useful, honestly, since the only time you really need a sorcerer is when you need to double your spells for something specific like fighting dragons or defending Crossroad Keep.
The worst part about Qara being so poorly written is how nonsensical it seems for Sand to turn on you, because he's a otherwise such a cool companion.
